VAS
We have been collaborating The State School of Administration since 2019, offering digital learning strategy, learning experience evaluation and custom learning solutions for public administration. The State School of Administration of Latvia (in Latvian abbreviated as VAS) is the central public administration training institution in Latvia. As part of its strategic development priorities, VAS initiated the Training Impact Evaluation project (in Latvian abbreviated as MIN) to improve how learning effectiveness and impact are measured, evaluated, and applied within public administration institutions.
Process
The project started with research into international learning evaluation frameworks, public sector practices, and the limitations of traditional training evaluation approaches. Based on this research, a structured Training Impact Evaluation methodology was developed, drawing on the Kirkpatrick and Kaufman models and adapting them to the Latvian public administration context.
A key focus was the nature of the public sector, where the emphasis is not primarily on financial ROI, but on organisational improvement, service quality, and long-term impact on society.
Alongside the methodology, a practical handbook and digital tool were developed to support institutions in defining learning objectives, selecting KPIs, collecting data, and interpreting results.
The methodology and tool were piloted across more than 10 public sector training programmes, while workshops and training sessions helped strengthen HR and learning professionals’ competencies in evidence-based learning evaluation.
